Job Description:

Zeus Associates is recruiting for a Sr. Project Manager for a Construction Management Oversight, Project Review Systems and Budget Analysis. to work for a prestigious engineering and architectural firm. JOB RESPONSIBILITIES

Provide construction management oversight and administration services for Retail programs located throughout the overall WTC site, maintaining a consistent and constant interface with WTC-Construction (WTC-C), site contractors, other design professionals, WTC-Operations, WTC-Security and other Stakeholder teams to effect project completion of the WTC Retail Project according to scheduled deadlines. Consultant shall provide recommendations and guidance on construction issues, schedule updates and budget analysis as the Retail project advances towards completion.

Duties will include, but not limited to:

1. Budget analysis, risk mitigation, and project cost control management. Work in collaboration with WTCR-Finance and WTC-C to identify project exposures and determine/update TPC forecasts.

  • Provide Analysis of cost impact to project budget related to design/construction changes due to field conditions, stakeholder coordination, extended construction timelines, Material Change Orders (MCO), Request From Westfield (RFW), etc.
  • Review and reconciliation of contractor requisitions, claims and close- out, advising on cost variations and budget impacts.
  • Review and reconciliation of costs for work performed by PA on Westfield’s behalf and of claims submitted by Westfield against the PA, reviewing and advising charges associated with stakeholder assumed work, providing a full and comprehensive examination and reconciliation of all work performed by others.
  • Provide project cost consulting, estimating, and management and for on- going Retail development and initiatives.

2. Management of the Westfield MCO, RFW and construction change order review and evaluation processes, providing advice and recommendations in evaluating and documenting impact of proposed changes and assessing work-in- place against Retail plans and specs, to allow for quick evaluation of potential project changes and cost impact and/or construction implications.

3. Lead of Site Logistics Management team that supports Westfield and Retail Tenant work, liaising with other PA Departments as necessary, including PA Operations, Security, Safety, WTCC, and PATH to affect smooth coordination of construction teams conducting work in shared spaces and base building areas hosting Retail assets.

4. Lead construction interface and coordination with SPI construction teams for WTC Retail and Parking project work taking place in T4, T3 and T2 base building areas, identifying areas of conflict or disagreement between different project teams and providing recommendations for quick resolution.

5. Lead construction interface and coordination with WTC-C for WTC Retail project work taking place in PA assets throughout the site, providing regular interface with WTCC regarding construction oversight and advise WTCR on general project status relating to agreements and tenant related work, monitoring on-going needs on a real-time basis and providing recommendations for any areas of conflict or disagreement.

6. Provide oversight of SPI Design Management contract, WTC Retail and Parking projects’ AOR/EOR and other design subconsultants, coordinating project design and construction teams to implement any requested changes, tracking associated impacts to construction budget and schedule.

7. Provide technical and program impact advisory on construction matters for existing and on-going business negotiations with Westfield as well as Reciprocal Easement and Operating Agreement (REOA) negotiations that also include Durst and Silverstein, reviewing/directing as-needed, architectural design services related to the WTC development programs, in production of exhibits and drawings for agreement preparation and negotiation purposes.

8. Provide oversight of the WTC Retail project’s LEED Gold Alternative Path (LGAP) submission with USGBC.

9. Other Job Requirements

  • Excellent oral and written communication and presentation skills
  • Familiarity with NYC Building Code, ACI, ASTM, AISC
  • Familiarity with Microsoft Outlook, Word and Excel
  • Ability to pass a TWIC & SWAC Background Check at High Level.
  • Night and weekend shifts may be required

EDUCATION

Bachelor’s Degree in Engineering or Architecture from an accredited college or university.

EXPERIENCE

Minimum of 10 years experience in progressively more difficult and responsible construction management and building occupancy/commissioning. Varied in: size (up to projects over $100 million) and complexity (multiple crews and crew sizes per shift).

• Valid Driver’s License
• Some OSHA training required.

Special Inspector qualifications in Concrete, Masonry certification preferred
